At the close of three days of high-level multilateral discussions in Helsinki, the Pacific-Atlantic-Nordic Six Alliance (PAN6) released its official 2026 Declaration on Universal Digital Rights.
Representing Canada, Australia, New Zealand, the United Kingdom, Finland, and the Netherlands, the delegation reached consensus on three binding policy commitments:
- Guaranteed open connectivity as a baseline public utility.
- Joint technical reserves for submarine fiber cables and high-latitude mesh routing.
- Standardized data privacy protocols respecting indigenous cultural data sovereignty.
The alliance will convene next in Wellington for the 2027 ministerial review.
